If the card is showed as pre approved then there will be charges.... Better to apply directly from axis credit card apply link.... In axis all the pre approved cards are chargeable... Even if they are running ltf offers for same card... U have to fight till pno to get it ltf... Such a mess of a bank axis is
They used to give LTF in pre approved offer but seems like they have changed their policy.
You can't add any card in iOS Gpay app. So this offer isn't available for ios users.
I am not seeing anyone from last one year....... So no benefits of getting pre approved offers except for cards like ace which are never going to come as ltf

She doesn't have any credit card and no relationship with axis or any private bank. She has account in SBI and BOI

I thibk they are just randomly giving it to people... When I was doing no transactions on gpay... I got the offer... Now I regularly do transactions on gpay nothing as such
Try contacting Customer Care once. Ask that they give you second pre-approved Credit Card for Axis Ace. He does not hold any account with Axis.
