From the description given in the link, it appears that the card is focused on Bhutanese nationals working or studying in India. It’s a welcome news for an Indian product, and expected given the dependence they have on India. We may expect more from some of the other neighbouring countries.

@reach2dpg You can also use this card on Bhutan's ATM and POS machine, All Bhutan's POS and ATMs are now supported RuPay cards. Many Bhutanese nationals already used RuPay cards in Bhutan for their day to day life. 4 Months ago, Bhutan's central bank told 10000 RuPay cards issuance in Bhutan. In future, they will also use Bhutan banks issuance RuPay cards in other countries too like Nepal, UAE, Singapore, Mauritius etc.
