Negative Lien on account and Negative Balance in account are 2 different things. In your case it's Negative Lien which is permitted as per RBI rules. Am I right? If yes, it's upto bank to decide if they want to waive pending charges or not.

There's no need to visit branch. You can use Debit Card in any IOB ATM, it'll generate OTP. You can enter OTP and set PIN. This will activate card automatically. You can also do the same in Internet Banking: Menu is available under IOB Cards-->IOB Debit Card-->Activate New Debit Card.
