After 1 year from card acquisition date. I got the card in Feb 2023 and got 5k voucher in March 24.

Tried with hdfc and hsbc. Both failed. Tried different amounts from 500 to 15000 all failed.

Yes complain to RBI. Same happened with me but with other bank. After RBI ombudsman finally the rectified the mistake.
