Yes, I am also facing the same issue today. On checking with Amazon support, they are saying that I need to contact the voucher code issuer.

apparently 30 vouchers or Rs 4500 is the maximum limit
Any more Amazon shopping vouchers have to be redeemed on another Amazon account
