So I've to pay my amex bill today & since there is an offer of 30% back
So my calculations I'll effectively use 14,051.1 to cover 5018.28 inr charge

Is that a good deal to cover amex charge?

My Query is if we buy Apay voucher from Gyftr using Amex reward points (in the Amex OTP page there is an option to check pay with reward points), do we get both regular points as well as 30% extra points?

no, in that case usual rate 0.25p applicable. 30% bonus only if settled MR points for statement credit only.
