I think none of the banks have started following. Last week I deposited a cheque on Monday (06/10) it was cleared on Friday (10/10).

Yes, actually my mistake. Clearance was expected on 07/10, but did not happen.

You submitted at 11 am is the problem. From 11 am onwards it's lunch time at SBI.
