Available payment options are completely controlled by merchants and not based or biased by gateways.
Excluding those pg's who themselves provide wallet functionalities in market like paytm , chorpe, etc. They generally prefer their own wallet over apay or others.
But this is not with razorpay, payu ,cashfree, cc Avenue, etc.. they just need an extra level of verification for enabling sensitive payment instruments , such as apay wallet , amex , diners ,etc..

One of my relatives do hold a razorpay and pay u gateway and by that experience i can tell , pg's by default enable/disable some particular instruments based on category
but for any non restricted category like normal online shopping website, at the end it's COMPLETELY upto the merchant end . And even for restricted categories , verification is required first to enable the desired instrument.
And if u have seen same merchants with two diff pg's but with different instruments then most n most probably its merchants fault that either they are not managing it properly or they have deliberately did this in order to have backup in case of restrictions or terminations.
