previously i had too many credit cards and my sbi phone pe card was declined due to overlevraged so i closed at least 5 cards , now i have 6 cards , 1 loan and 1 loan on credit card

Federal banks approval policies are the most confusing ones. It is worse than HDFC. Be it federal scapia card or their core cards the experience is the same-- either instant rejection or rejection after vkyc.
