No one really wants to be in core subject now a days, ece is the best option.

IIT K has better core departments.

if he is a general category student, better to go for IITK. In kanpur, it is highly competitive and benefitting as well. IITK is know for ee, best ee department in whole india

I would also suggest EE at IIT Kanpur

Firstly congratulations to your brother... Must have secured good marks that 3 of the original IITs are in his option list...
IIT Guwahati campus is beautiful and roorkee campus is at a very serene place too... But talking about IITs, IIT-Kanpur ranks better than these two... One of the oldest ne... Should go for it
