They have sent me link and I have accepted by entering otp, then CC said request is not happening due to the request being a downgrade.

Instead of neo, he requested to take upgrade with other cards.

I can't close this IOCL since it is my first card.

I already have 3 cards which includes ace, airtel and iocl. Can't close anyone. Required this neo card for Zomato offer only.

Requested cc to take request for the upgrade to myzone mastercard also, which they have denied by saying not Available.

you reached max limit of 3 .. hence it is not happening.. it is not because of downgrade..
you can only have 3 cards.. for you to have neo rupa card, you need to close one of the cards.. you need to tell the whole story at the beginning.
