I asked similar question (not exactly, different examples) and also a few others to one person (face to face in a traning centre, 9 years back) who worked as Salhakar to PM for many years.

His answer was unsatisfactory. As it was a traning course where all participants were officers hence he unable to deny answering. But, avoided as much as he could.

Eventually, I summarise it as like.. "The main objectives of such categorisation to present ourselves privileged than others". Benefitting the group in which we are not personally part of is most likely a drama (dikhawa).

This is been there a long time. I had this when i faced for Govt and UPSC exams.

Problem is that, once someone makes use of all of this and gets a job, their kids still can keep using it. Its an easy clause to include but sadly isnt.

It genuienly helps folks but its also extremely easy to abuse.
