New card ke liye over leveraged ho but SBI sabko RuPay card over-leveraged hone par bhi de dega (Maybe NPCI ke order ki wajah se) but existing card se limit se split karke.

Many existing cb card users got SBI phonepe black select RuPay credit card too.

Many PSU banks do this. SBI isnt alone. RBI can't do anything as it is a internal policy of SBI. If some of them turns NPA, RBI won't come to save SBI. The only way is to reduce limit on other cards and then apply.

Clear cool-off period is also to be taken into account.

Not for the cards that are available only online. They will provide offline cards.
