Actually he is a student & he doesn't have an income source to apply for other banks credit card.He only has HDFC bank account.So you can understand the situation.
Yeah you're right but I am also thinking at least his credit score will build.The sooner it builds the better.Since many people are also saying that there is no negative impact on their credit score for not reporting their credit limit.
Maybe you should focus on increasing your credit score and try after few months else no one can say bank's internal parameters or you can go to your nearest Axis bank branch and try C2C if they accept your application.

Suppose there is a situation-A bank is offering some lower variant credit cards should one take it or wait for a decent credit card offer from that bank(if they know that they will surely get it soon).Moreover that will be the first credit card of that person. So which one will be a wiser choice?
