I tried a transaction for 20k just a while ago, it worked fine did not face any issues.

Via Uber only, it did not work with zomato. Also, it worked only on iPhone, i tried with my friend's android it did not work.

I tried this and it is working for me, while loading money to Paytm wallet choose amount less than 4k and try ending details as a new payment method, i had already loaded 4k with my credit card this month, i tried adding 5k ->2.5k each transaction and it worked without any issues.
