I have multiple cards in Hdfc. only Tata nue card give different number for primary card holder and Add on card holder!. not any other variants of cards. is there any option to have different card numbers?

I am trying to apply for tata nue infinity add on card for my mother, but on netbanking when I apply, it shows "Unable to Process your request based on internal checks". When I talked to RM, they said HDFC has stopped issuing add on card for co-branded cards like Tata Neu. What should I do?
