For US Visa interview purpose we are planning to to book a fully refundable/flexible flight ticket!

Once the US interview is done we will cancel the tickets to get full refund.

You dont need any flight ticket booking for US Visa Interview.

Only a Tentative Travel Plan is good enough.

If you can show sufficient proof of funds to cover all your expenses for your trip, then you should be good. For visas that do require flight reservations, you can consider getting dummy tickets. Refundable flights are sometimes 3x the normal fare, and most airlines charge a penalty fee if cancelled(unless it was due to an emergency).
 
Don't go with Etihad. If you do then please use Amex Card for payment, so that you can put your transaction on dispute later on. Amex has partnership with Etihad, so the dispute resolved faster with them.
Won't that risk being blacklisted by Etihad? Companies don't like people that do chargebacks.
 
Chargeback should not be the first option. Yoh should allow them enough time to refund the money. A 2 month long wait is enough in my opinion to refund the money.

But you can give them a waiting period with any card. You don't need an Amex specifically for that. The point of Amex is the chargeback success probability. And I don't think it is worth getting blacklisted by Etihad if one wants to fly for years in the future.
