Airport Lounge Access for family members

AFAIK, there are no LTF or Low fee credit cards which allow guest access. However you can get access for addon holders and I'll suggest HDFC Marriott Bonvoy card. With annual fees you get a one night free stay and 12 lounge access on Diners network.

When you say low fee what are the expectations from low fee point of view?
Cheapest card i know that gives Guest access is Canara Mastercard World Credit Card,
fee is ₹300/Yr
But you need a Canara account and 10L+ ITR for that
Axis atlas is easier to get but you get guest access by spend based tiers
Or just get multiple basic cards with lounge access like Indusind Tiger, Stan-Chat Easemytrip, HDFC Tata Neu Plus, etc
Will work within india for guest access

Yes Marquee has complimentary guest access 8 times a year IIRC
I will suggest you kindly open ICICI 360 Family banking savings account and get LTF titanium family debit cards for you and your family members.
That ltf debit card fulfills all your queries.

IMO, best debit card for lounge access is from IDFC. They even have Guest access on Debit cards. Try getting Select or Wealth

BOB eterna is a great card for lounge and one who wants unlimited lounge should probably get Eterna as it's cheapest card with unlimited lounge access.
Open a Grande family account with IndusInd Bank.
Grande debit card offers 2+2 per quarter.

I wanted to share my experiences with both banks. IDFC Wealth and IndusInd Grande savings accounts.
With IndusInd, I was impressed by the efficiency of the entire process. My savings account was opened in just a day, and I received my debit card within 4-5 days.
On the other hand, my experience with IDFC was somewhat longer. It took almost a week for my savings account to be opened. However, I did receive my debit card in a timely manner, similar to IndusInd, within 4-5 days.
