I have a Google Ads account where i got promo offer of Rs20,000 and utilised it. Is there any other way to again get this promo offer with a different google ads account ? or mapping to some Google Partner account etc.. ?

No idea.

But I think i only 1 promo is applied per account.
Back then i tried , for 2nd promo it throwed error.
So i made 2nd acc. ☕

When I did with first google ads account they verified my pan, shop gst certificate etc.. (ads account verification).

Now if I use new google ads account , how to deal with verification ? and any promocode need to apply to get promotional offer of 20,000 credits ?

Google is very strict regarding abusing of ad credits and creating multiple google ad accounts for same business, they may suspend the account and its very hard to get it uplifted if they suspend due to to duplicate account violation so not recommended.
