Are utility spends considered for edge mile rewards on axis atlas card or not?

I am looking for new credit card for my utility spends post magnus devaluation.
I like the normal and milestone rewards available on Atlas.
On the website there is no data available about exclusion of utility spends for reward miles but customer care are saying otherwise.
Kindly tell me are the spends considered for you guys and do you guys earn miles on utility spends as well or not?

What about government spends, are they considered as well?

I paid income tax using Atlas and I received regular miles

Currently they are not excluded but there are high chances that those will be excluded sooner than later because they have been excluded from almost all other cards with decent rewards (except Ace) - so they won't keep just this one card as special.
