Axis airtel application rejected because PAN details not found in Income Tax database

Ran into a strange issue.

First I get an email saying "rejected due to credit norms". After I ask for detailed response, I get the reply as mentioned in the title.

Don't know what went wrong as I have many ITRs filed with the PAN and my cibil shows enquiry from Axis bank.

Asked for completed application form PDF from the bank, which was denied.

Raised a complaint with RBI ombudsman.
