UPDATE -
CALLED customer care yesterday on 1860419555 .they said they can do it but LTF will be gone .
Morning got call from PNO - She said u have to call customer care on 18001035577.
Called they were ready to convert but ltf will be gone .

MY TAKE IS no matter u get new card or convert to another or change of platform ( visa -rupay .) Customer care never provide ltf or charge waiver until its promotion call to get pre approved ltf .

So good news is yes u can change my zone to rupay platform .
But but but
If its LTF for u .
They u need to get it by paying joining & annual fees
