IOCL Rupay for UPI 1 % . If it is LTF go for it else you need to spend 3.5 Lac .

if you can wait, wait for 30-60days max then it should appear, if you are in hurry,you can get any card from axis using C2C. for that you have to get in touch with Axis cc guys, i dont think you can apply online with C2C
