Axis stopped issuing add on cards?

I just received the Axis Vistara Signature and upon calling their phonebanking for add on request they said they’ve stopped issuing new add on cards and deactivating the already issued ones for all credit cards
Can someone please confirm this?

Also, applied through airport kiosk with a Regalia card statement with a limit of 9L, axis in turn gave a 3L limit🥲

Yes. As per them, some RBI guidelines issue

They didn't deactivate my addon card yet.

Update: add on cards are being issued only by the branch for now…. The guy who took my card application told me that I’ll have to visit the branch and have a driving license to apply for an add on

That's the generic response by the agent as per the other threads in this site (see this thread). Branch won't give you addon.
