Best app to pay commercial utility bill without convenience fee?

I want to pay 45k utility bill via my Axis Magnus credit card but Gpay is not allowing me to do. Says that UPI limit exceeded. And all other apps like Paytm, MobiKwik, CRED etc are charging huge convenience fees like 700-1000 rs.

Any other app recommendation to pay utility bill via CC and 0 convenience fees?
