Best FD Rupay Credit Card for a student

Hi folks,

Looking for a good/decent rupay credit card which can be applied against FD for my brother who is a student without any credit history.
Following are the requirements:
1. FD based rupay
2. Not requiring to open bank account
3. Not from any govt banks.
4. No Annual Fee.
5. Should be available on UPI (PhonePe/Gpay link)

pnb but 80% of limit, based on fd limit rupay variant ill be given

you can try hdfc too, if you have ac, hdfc giving rupay cards to all

PNB has option, but you need to have a bank account with them

Yeah that's what we are trying to avoid.
Anyway got him OneCard based on FD. Seems like the easiest and fastest option.
Will tell him to apply for a rupay cc few months later when he has a decent credit score.

Not really. 1% max reward rate. Only good for OneCard offers and building credit score.
