Best RuPay card for use for small transactions on UPI

With UPI enabled CC payments I was wondering which Credit Card to get that would satisfy the following conditions:

1. Can be activated on UPI apps
2. Rewards for small transactions (Like Ultimate rewards for transactions as small as Rs. 30)
3. Is from a bank that allows multiple cards (This excludes HDFC Regalia Rupay for people having Infinia / DCB)
4. Preferably LTF

Any inputs will be helpful

2. Rewards points is depend in your card variant offer by banks

3. HDFC bank allow 2nd card on TATA Neu app

Was asking which Rupay CC fulfills most of the criterions from among the four conditions I mentioned.

Manage to add HDFC Regalia Rupay Credit card to BHIM app without any issues.
