Best way to the complaint about "High Value POS failed transactions"

What is the best way to follow up and complaint regarding
  1. Failed POS transaction where SLIP not printed but amount debited from the account.
  2. Amount debited twice from the account.

Asking because - I am in a new state for a few days and I have to do a large transaction of 1.5L. Please let me know if I need to take any precautions.
 
Call and inform bank before the transaction, it will help ensure the transaction goes through. Worst case, it is declined and blocked, then you will get robocall or CS call in sometime, and they will unblock after confirming transaction. If amount is debited once or twice, best to try and get slip from POS machine, it has option to look at previous transactions. SMS will also be there if deducted. Call bank with all proofs and inform, should be refunded automatically in most cases within a few days. Worst case, push up the CS ladder to PNO and then RBI Ombudsman if no resolution within 30 days.
