Just a hunch, do not know exact behavior - do not consider accurate.
1. You applied your card in Sprint. If you have bad luck like many other people, it will say 'we need additional documents; our representative will call you'
So, in Sprint database = Your application status = "In Progress (waiting for update)"
2. Now, your application reached to local credit card agencies authorized by SBI Card or SBI Card itself. They'll review your card and immediately will say 'your card approved' which actually means we received your application, but since they do not have proper training or actual process in SBI Card they say like that. They will say, 'we will send executive to your location because your card approved, to process KYC etc.'
So, in SBI Card regional database = Your application status = "In Progress (waiting for update)"
3. That on-field executive will call you and ask you for location, salary etc. on the phone itself, if something not matching or not visited.
According to executive, you application is 'on hold'. If done everything then executive will send the status back to agencies as 'KYC completed'.
4. Now, local SBI Card agencies receive the status and forward to SBI Card application processing team.
So, in SBI Card regional database = Your application status = "KYC Completed, Forwarded to processing team"
in SBI Card processing team database = Your application status = 'application received'
5. Processing team will call you 2 or 3 times and ask each and every detail of application (that's how SBI Card online application works) and completes your process and send back to regional SBI Card team.
So, in SBI Card Processing team database = Your application status = 'approved'/'rejected'

If approved, everything will be smooth one by one send status to main database and you'll receive your card.
If rejected, most likely spent some days in regional team and they'll reprocess it based on their targets. Most likely you'll receive calls after one or two months or especially year ends - saying that 'earlier your application rejected, due to some ... reason - can we reprocess it again just have to do KYC that's it etc.', if agreed 'step 3 will repeat'.
So, until they send the status its 'in progress' state only or as per their waiting period where system updates automatically considering no update, so rejected like that.
Based on the calls I received, I analyzed this process but may not accurate and do not consider it as this is the exact behavior.
