there is apprx. 10-15L difference between 2 Bhk and 3 Bhk (and more if sqft more).

So, I would suggest first get the budget target.

House has so much additional work after purchase that costs minimum another 10L-20L. its not some mobile which u can ask whether 20k mobile or 30k (here difference in thousands, there lakhs).
