Whenever I try to scan It says the minimum value should be 500₹.
Can't I pay with smaller transaction values ?

Yes, it’s clearly written that you have to do a minimum transaction of 500 , else you won’t be eligible for the offer

First 5 transactions should be of 500₹/500₹+ what kind of shitty rule is this

You can pay smaller values from ₹1, but you won’t get the cashback. In order to get cashback you need make minimum ₹500. If you don’t care about cashback, you can pay whatever amount below ₹500 or ₹500 it doesn’t matter, it works like regular upi.
