I have a Turkish Airline flight from Delhi to France with 4hr layover at TERMINAL International / Dış Hatlar of Turkey.

I hold Diners Black and Priority Pass. What are the best Lounge option for me?

IGA lounge. I visited the same on last month using Diner Black.

It was overcrowded with no place to sit, had to wait for 10-15 mins for someone to leave to get a seat.

No good food options were available other than pasta!

This was the worst lounge I went to till now.

If you're booking TK business class, be cautious. You might end up on Indigo's newly leased Boeing 777. XD
Funnily, you can only book business class through Turkish Airlines even though the flight is operated by Indigo(codeshare).
Coming to the lounge, Diners Club International partners with Priority Pass for lounge access. So both your PP and DCB should grant you access to the same global network of lounges.
