Credit Card with No Credit history (NH)

Hi, one of my friend is looking for credit card but his cibil report shows NH which means no credit card history and that's why his credit card request gets rejected every time. Any suggestions?

Ask him to get a fd based 10k card and use for 3 billing cycles
