Does bank hard inquire about credit scores for secured credit card issuing? Limit enhancement?

PNB conducted a hard inquiry for my FD-based secured credit card limit enhancement. Do banks pull credit scores for secured credit cards? Isn't it that secured credit cards don't require any credit history? I want to dispute this inquiry with the bank. Please suggest what to do. I don't want PNB to make unnecessary hard inquiries on my credit report. I am already tired of hard inquiries.

Yes banks mostly do that even for secured cards

SBI didn't. Multiple Instances.
RBL no query- they also allowed swap of card variant during verification (experience is pre 2020)
ICICI didn't. (again, pre 2020)

Saraswat Bank also did for Secured card

Yes they can. Depends on bank policy.
