Does closing a bank account make one an NTB?

If one has just a savings account and no other relationship with a bank and if he/she closes the savings account, does that make him/her an NTB (New to Bank) customer?

Technically : No

Even if ur account is closed your cust id/CIF remain active in their systems and u will not be their NTB cust if u go to apply for any .... in their bank in future
 
Banks are hungry for your data, once you take a red pil you cant exit.
There should be a law regarding this, about the - right to be forgotten. But I think no govt. will ever come with it, as financial scrutiny done by agencies, also requires your data.

If ones record is with them for eternity, I don't think he/she will ever get any offers as these offers are generated by their algorithm. I don't think there is "cooling period" concept for savings account.

Yes.
The problem is there is no hard and fast rule that all banks follow. RBI/govt does not give out any such directions/suggestions either. So every bank have their own guidelines which may/not be flexible and may/not change with time.
