Get ICICI HPCL super saver rupay if already holding visa variant

Hello TF community,

I have a query regarding ICICI Hpcl super saver rupay card which is showing in Imobile app in pre-approved rupay section.

I am already holding a visa variant, the question is can I apply rupay variant?
Also it's showing joining fees and annual fees. Should I need to pay the fees?

Seems like it is possible, but I have to pay the joining and annual fees as it is showing in the pre-approved section.
So generated the LTF coral rupay as of now.
