Got Statement Without Activating Credit Card

Let me explain the situation for everyone to understand.

So I applied for a SC CC - Platinum Rewards Primary on 28th May 2024. They had a stall in my office offering LTF credit card (I think there were some condition of spending to make it LTF). I applied for the card and did the video KYC at the same time in front of them. Also got the application successful email.
Later after coming home I changed my mind and decided not to go ahead with this credit card. I knew about the RBI guidelines about how a card company cannot charge us anything if we don't activate the card within 30 days of issuance.
I declined the delivery of the card and did not reply to or clicked "I Agree" any activation mails received by SC.
I did not get any statement emails from them since then so I thought the card was not activated and I am good but just last week I got a statement in which there is a due of Rs. 295 with last date on 3rd October 2024.
I have emailed their customer care (at customer.care@sc.com) on 15th September stating that I received the statement for a closed card but have not received any reply from them yet.
Can anyone tell me what should I do? Will I have to pay the bill to close the card? I am thinking that if I pay the bill then they can say that I done a "transaction" on this card and mark it as active. Should I raise the concern on RBI Ombudsman now? Any help would be appreciated. Thanks!!

Escalate to the bank first and then to RBI. If the bank does not reply favorably, pay the bill just in case to avoid effect on CIBIL. You can get the refund later.
