In general ICICI offers various types of loans with low interest rates compared to HDFC
provided if you have their privillege bank account.
I've experienced this I've accounts in both banks

Personal loan. People's says for self employed bank don't give pre approved personal loan ?
So I should open ICICI savings account with 10k amb and wait for pre approved loans ? But I don't have job yet so what details to mention while opening savings account?

Open a SBI account first. If you get any govt job, it will be needed in 1st place😉
