Just wanted to know, are there any hidden rules by banks allowing government employees to hold premium cards with some relaxation in eligibility criteria?

if you are into the elite admin services then the rm of any bank will go above and beyond to relax the criteria for you

Even HDFC gives Imperia programme to Class 1 officers (Dy. Collector and above, PSU directors and other senior positions, etc)

Not sure about offering super premium cc directly though, but if you ask, they should get the approval for you

I guess that's for salary account in HDFC. But being govt employees we are not allowed to have one outside SBI.
Will mailing HDFC help in ascertaining the various pointers regarding it?

I don’t think there’s any compulsion., You might recheck.
Many friends of mine (Class 1 govt offrs) have shifted their salary accounts to Axis, HDFC etc .

If you wish to retain SBI acc, since its zero bal, you can sweep your salary to other account every month by giving standing instructions.

How does this standing instruction thing works?

But that won't make his account salary account in HDFC/Axis, etc

I think they need to see money transfer from a known company Account Name
I didn't say it would make his salary account. I told this in the scenario when he's unable to change his salary account from SBI.
Atleast he can move all his assets and might be eligible for high end Accounts based on NRV , which makes it possible to get pre-approved cards
