How this man gets multiple Amex cards in his name?

I used to follow this insta handle a long back - kingcredit@.
This man shows off his travel hacking here. I wonder how does this man gets his hands on to super premium cards from same banks multiple times? He holds atleast 20 Amex Plat in his name.

Is this person a fraud or is this possible?

I have also watched videos where one guy has like 4 AMEX cards of same variant, along with Chase sapphire and preferred. And that guy frequently mentions about closing and re-applying for certain cards purely for joining benefits.

I don't have an answer to that. I think because the USA credit market is so large, banks are lenient. That's just my guess. There, even people with 500 range scores get different credit cards (not from AMEX or Chase but different banks like CapitalOne or BOFA etc.). I think banks encourage this habit of getting cards because at least half of the people there default on their payments.
 
I don't know about this guy but those extra cards are maybe replacement cards and only one of those is active.
I'd also like to believe that. Then this is kind of a fraud where people sign up for his inner circle and pay 1000 dollars to learn more of these hacks. Like how to travel hack and get multiple cards (same variant) from same bank.
Instagram giving him a blue tick also makes many people fall for his prey
