How to pay Rupay CC bill using another Rupay CC?

I've HDFC business moneyback rupay CC and BOB Easy Rupay CC. Trying to pay HDFC CC bill using BOB Easy CC through gpay+payzapp combo but it is always failing.
Can anybody please tell if there is any other trick to pay using rupay CC?
