I have cancelled flight ticket booked via idfc portal. I see IDFC gives 10k cancellation reimbursement. Wanted to check if anyone had availed this before?

if you satisfy the pre conditions...then you shuld be able to get....call customer care...they'll help.

Airlines cancel your flight not when u cancel the flight

No, not only the Airline you can also cancel the ticket with genuine reason of cancellation for the claim.

Yes, up to 10K max even if the ticket fare is more than 10K.
This policy is valid if you book the ticket using IDFC CC, pay directly at the Airline portal, or book via the IDFC app. I am not sure if you booked via any aggregator platform it is eligible or not for the claim.
