I am doing minisave in Indmoney app. A day payment has been debited and not added to their account when I enquire about it they replied about the refund in 4 working days. Now almost 7 days crossed not refunded yet. I have emailed too and there is no response. who to complain this?

reach out to them via Twitter or FB DM. If not drop an email. There response is slow but they will get things done atleast compared to others.
