Pro Max is just bigger, offers nothing new except for the size and battery, and doesn't make sense to buy just because of it.
13 and 14 are very similar, not much difference, but if you want to future proof you can go for 14 Pro if you can get it with resellers or retailers.
I always prefer new phones, but there are people who opt for 2nd hand but that's completely your choice if you're comfortable with the risks associated (if any)

Wait for 3 more months for the latest iPhone so that the existing models will become cheaper.
If can wait,buy in big billion days & 15pro/max
Go for pro model, pro max don't have anything noteworthy over pro models to spend extra bucks & doesn't justify the price difference.
I got 14 pro max last year, will give this to spouse later this year.
I will go with 16 pro when it's launch in india. Screen size of pro max are too big for my liking.
As everyone said, don't go with the Pro Max models. Just choose the Pro model. The 13 Pro is a good choice but if you need Dynamic Island, then you can go with the 14 Pro.
In the UAE, you can get renewed devices with a 6-month warranty for around 39K for the iPhone 13 Pro and 64K for the iPhone 14 Pro.
In India, here in my area, it's around 55K for the iPhone 13 Pro and 70K for the iPhone 14 Pro (no warranty).
You can also wait for the iPhone 16 series, maybe you'll get a better price on older variants.

Relatively cheaper alternatives on Android, although Apple will outlast them on OS updates and if you're already in an Apple ecosystem then generally it would make better sense to stick with them. In which case I'd still say better to wait for sales like Prime day or BBD etc.
