No you can't get it as LTF. Probably some exception can be made if you go with their Privy League Insignia banking.

Back in 2020-21, HDFC gave Indigo cards LTF if one was willing to give away complementary lounge access and welcome benefits.

These cards have been a miss for both the banks in fairness. If you still want one, go for Kotak XL as it comes for 1500 compared to HDFC one which costs 2500.
