The 25k extra points can be converted in the same ratio (5:4). There is no guarantee that you will be able to book 20k worth of flight tickets using these points. When it comes to redeeming airmiles/hotel loyalty points, there is no way to determine the exact value of the benefits.
As Axis cannot guarantee a minimum possible value of reward points when you redeem them as air miles, they suggest that 25k points are worth 5k (via gift vouchers, which are guaranteed)

What Axis quotes is the least value of the points which can be redeemed for vouchers. In reality each Edge RP is worth 0.2 as per Axis calculations ( not airmiles but just a pure direct monetary conversion)

That's the real beauty of The Edge RP. The value can vary right from maybe 0.4 to maybe 1.5 to 2 just considering mariott MB points as an example. You can use these for stay/air travel etc and for sure the value will be much more than 0.2 rs what Axis typically mentions.

You are right about the first part of your question. Although, those 20k miles doesn’t necessarily be 20k worth tickets. It can be less and sometimes more too, if you know the miles game well. Apart from that, you will need to pay taxes also while redeeming your ticket against miles.

Axis bank says 5000 rs as its value if you are taking it as statement credit.
