My card was rejected because my area is not servicable

My card got rejected because my area was not serviceable. There was no hard enquiry on CIBIL, nor any document collected from me .However, I am soon going to Bangalore (560066) on December this year (2022), as WFO is mandated. I will also update the present address in the bank official records, once I am settled in a PG.
I had applied for the card on Oct 11, 2022. Now, can I re-open the same application after two months from that date? Or, do I need to wait for Pre-approved offer?
Btw, since I had applied for my card, and it got rejected, will I get a pre-approved offer?

Most of the time rent agreement is the only proof of address you require for current address verification thingy

Applied for SBI and BoB both at current address and both were approved without any upload of current address proof

Axis applied and received at permanent address so can't say

That's okay. But, will I be able to reopen the application after 2 months ?
