NCB transfer from old scooter with 3P insurance only in recent years

Situation: I have a car for which I am already availing NCB and have OD + 3P insurance. I also have a scooter for which I only took 3P for last 5 years. Now, I am going to scrap this scooter and buy a new one and take OD + 3P insurance.

Question: Is there a possibility for me to avail NCB transfer benefits on my new scooter?

Invariants:
1. My Car NCB can't be used for scooter due to different categories and the fact that I am not selling my car but just my scooter.
2. My current scooter insurance doesn't have any NCB since NCB is only applicable for OD.
3. I want to purchase the new scooter in my own name only due to GST invoicing.
