Need Help regarding Charges Charged for Home Loan ROI Reduction (ICICI Home Finance)

Hey Community,
I need Help/ Information regarding Home Loan Rate of Interest Reduction Charges Charged by ICICI Home Finance, Currently i have Ongoing Home Loan with ICICI HFC, i requested for ROI Reduction, they said I'm eligible for 0.35% ROI reduction from Current ROI, for Reduction i need to Pay Charge of 0.50% of my Outstanding Balance Plus GST (18%), which is ₹16,860 for just ROI reduction.
In my Limited Knowledge, i think this is too much higher than Compared to other Banks. is there any Guidelines by RBI for this ?
Please Help.

I have home loan with icici bank they reduced by 0.25% without asking for any charge. Same with my mothers home loan with hdfc bank. Icici home finance case must be different. But they should decrease the rate with asking for extra charge.
