Need suggestions for forex card or debit card or credit card for Student studying in UK

My brother is going to UK for studying. What cards would be handy?
I suggest HDFC and ICICI forex cards.

3 debits cards from any other banks like RBL, Niyo card and indus exclusive debit card.

If you have, any 2 credit cards which have 0 forex markup or rewards card.
 
Currently, have decided to use both millenia and onecard cc for initial 3-4 days upon arrival. As, he will be able to open bank account there and so no need of zero markup/forex cards. Although for backup purpose, planning to go for Niyo Global Equitas card.
